Eels & Ghosts tells the story of two friends, Casimir and Rimsky, in the summer of 1947. They earn their living by illegally dismantling the enormous wreck of the "Cap Arcona," which lies in Lübeck Bay. Anna, the daughter of the former local Nazi Party leader, persuades them to take her to the wreck. A row breaks out on board the ship... Due to the large number of victims of the shipwreck, whose bodies were gradually washed up on the surrounding beaches, death and the horrific experiences of the war remained present in the region well into the 1950s. In 1987, Marianne and her daughter Anja are vacationing on the coast. They stumble upon a skeleton in the soil of the campsite. The police, with practiced ease, attribute the find to the shipwreck that had occurred over 40 years earlier. But that isn't entirely the truth. A crime story set against a historical backdrop that extends to the present day. In 1945, the "Cap Arcona" was sunk by the Royal Air Force in Lübeck Bay, resulting in the deaths of thousands of concentration camp prisoners.
