Belgium in the 1990s: After the disappearance of two girls, young policeman Paul Chartier joins the undercover Operation Maldoror. This is to shadow the convicted sex offender Marcel Dedieu, who is at the top of the list as a suspect. When the investigation is ended despite incriminating evidence, Paul decides to continue his search on his own. His desire for justice soon becomes a dangerous obsession.
