Police officers Michael Keneely and Patrick Farrel work in Los Angeles for the morals department, but see themselves constantly slowed down by superiors. Apparently, influential people in the city administration and police apparatus are holding their protective hand over a gangster boss who does good business not only with call girl clubs. So the two try on their own to put a stop to the arrogant dark man's dirty work.
Director Peter Hyams was a television news anchor before turning to film. In 1974, he made his debut with this action-packed crime thriller, for which he also wrote the screenplay. Hyams describes the desolate state of the police and judiciary in a sarcastic and snarky manner. Because he also takes aim at homosexuals quite badly in some scenes, there were fierce protests in the USA at the time.
